Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E))
Mr. Burhan Y. Adam is the Director for Resilient Systems Policy, Guidance and Standards in the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) Office of Strategic Technology Protection and Exploitation (STP&E). He establishes policy and guidance to transition technology area protection planning tools, methods, and activities to program protection policy, tools, and methods in support of horizontal protection needs. He leads the Secure Resilient Cyber Engineering (SRCA) standards area under the Defense Standardization Program. He is responsible for overseeing technology protection, technical information, program protection, supply chain, cyber resilient weapons systems and system security engineering policy, guidance, acquisition regulations, standards, education and training, as well as engineering methods, tools and techniques.
Mr. Adam has held a number of engineering and acquisition positions within the Department of Defense. He served as Assistant Program Executive Officer (PEO), Engineering, for the U.S. Navy PEO Enterprise Information Systems (EIS). In this role, he oversaw all engineering activities within PEO program and projects, and advised the PEO about all technology development matters for the PEO program/project portfolio. He was Branch Chief, Future Multinational Information Sharing (MNIS) Capabilities at the Defense Information Systems Agency (DISA). In this capacity, Mr. Adam was responsible for MINS future systems development and technology insertion programs. As a Senior Systems Engineer with the Missile Defense Agency (MDA), Mr. Adam was responsible for the research, development, and fielding of the international interfaces of the Command and Control, Battle Management, and Communications (C2BMC) element of the U.S. Global Ballistic Missile Defense System (BMDS). Previously, Mr. Adam was assigned as a national expert to the North Atlantic Treaty Organization (NATO) Consultation, Command and Control (C3) Agency. During his tenure with NATO, Mr. Adam established and managed the NATO-Russia Council (NRC) Theatre Missile Defense Systems (TBMDS) Interoperability Program and the U.S.-NATO Bilateral Missile Defense Program.
Mr. Adam is a graduate of following academic institutions: North Carolina State University; The George Washington University; National War College; National Defense University (NDU); and Information Resources Management College, NDU.
